한국의 비정부 문화기관인 컬처 마스터즈는 산하 국제자문단(Int’l Advisory Board)과 협력하여 2023년 부터 무형문화유산 분야 최고의 예술가들의 인식 제고와 무형유산의 전승을 촉진 위해 아리랑 마스터 임명을 실시하고 있다.

국제자문단이 채택한 사업지침에 의거, 아리랑 마스터 지정 프로그램은 1980년 예술가 지위에 관한 권고안과 2003년 유네스코 무형문화유산 보호 협약의 기본 정신에 따라서 실행되고 있다. 특히, 사업명에 아리랑을 표기한 이유는 동 사업이 최초로 한국의 문화기관에 의해 만들어진다는 점에서 한국을 대표하는 전통문화이자 유네스코 등재 무형문화유산인 아리랑의 창의성과 대표성을 강조하고 2000년 초에 유네스코 무형유산 걸작선 사업에서 한국정부가 무형문화유산 보호를 위해 수차례 시상한 바 있는 유네스코 아리랑 상(Arirang Prize)의 정신을 되살리고 이어간다는 의미를 담고 있다.

아리랑 마스터 지정 프로그램은 예술가의 지위 향상을 추구하며 그들의 창의성을 증진하며 전통 지식을 전승하고 공동체의 중요성을 강조하고 있다. 아리랑 마스터로 임명받기 위해서는 뛰어난 기능과 예능, 혁신성과 창의성 발현 및 교육분야에서의 기여도를 인정 받아야 한다.

2023년도에는 국제자문단의 심사를 거쳐 베트남, 우즈베키스탄, 인도네시아, 카자흐스탄, 한국 등 5개국 8명의 예술가를 아리랑 마스터로 임명한 바 있다.

아울러, 2024년 2월 27일, 화상회의로 개최된 국제자문위원회(IAB) 회의에서는 아리랑 마스터 임명 관련 사업운영지침 개정 작업이 있었으며 아울러, 자문위원들은 전 세계적으로 인류 무형유산에 대한 관심이 높아지고 있는 현 시점에서 여러 국가에서 아리랑 마스터 임명에 대해 관심이 늘고 있다는 점에 주목하였다.

이번 국제자문단 회의에서는 인도, 키르기스스탄, 타지키스탄, 튀르키예 등 4개국 7명의 예술가들이 아리랑 마스터로 임명되었다. 이들 아리랑 마스터들은 다양한 문화적 배경을 가진 무형문화유산 예술가로서 예능의 숙련도, 혁신성 그리고 교육적인 기여도 측면에서 탁월한 역량을 인정받은 것이다.

이번에 임명된 아리랑 마스터의 주요 공적은 다음과 같다.

아셀 칼카노바 (키르기스스탄)는 엘리체크 제작(Elechek-making)과 같은 전통적인 키르기즈의 전통 의복 제작방식 보존에 헌신적인 노력을 해 왔고 전승 활동을 통해 무형문화유산 보존에 중요한 기여를 해 온 점이 인정되었다.

나마즈베크 우랄리예프 (키르기스스탄)은 전통 악기 코무즈(Komuz)의 고수인데, 특히 전통 음악의 전승을 위한 교육 활동에 대해 높이 평가되었다.

루히라콘 무미노바 (타지키스탄)는 타지키스탄 전통 음악, 특히 샤슈마콤 장르에 기여하고 교육 및 문화 보존에 헌신한 점이 인정되었다.

라흐마툴로 호시모브 (타지키스탄)가 전통 타지키스 음악, 특히 팔라크(Falak) 분야 전문 음악가로서의 높은 성취도가 인정되었다.

데니즈 카랄라(터키)는 튀르키예의 카라괴즈(KaragÖz) 그림자 연극 분야에서 전문 지식과 전통문화 보존 및 교육 전승활동에서의 기여가 인정되었다.

구루 사다남 발라크리시난 (인도)은 카타칼리(Kathakali) 연극에 대한 평생의 헌신과 함께 전통 예술 양식을 보존하고 촉진하는 데 기여한 점이 인정되었다.

안웨사 마한타 (인도)는 사트리아(Sattriya) 무용에 대한 기여, 특히 그동안 잘 알려져 있지 않았던 인도 클래식 무용 형식의 글로벌 보급에 대한 노력이 인정되었다.

이러한 아리랑 마스터 프로그램은 국제사회에서 무형문화유산에 대한 인식을 높이고 전 세계의 무형유산 예술가들의 활동을 위한 플랫폼으로 발전하는 것을 목표로 하고 있다. 향후 온라인 정보사업을 통한 동 사업의 활성화 등을 위해 국내는 물론 글로벌 차원의 파트너십과 후원 개발을 추진한다. 이러한 글로벌 캠페인에 국내외 많은 관심과 지원을 기대한다.

박성용 박사는 국제문화기관인 컬처 마스터즈의 설립자이자 대표이다.
한국에 소재한 유네스코 문화 분야 카테고리 2 센터의 설립기획단장과 정책사업본부장을 엮임한 박성용대표는 2023년에 컬처마스터즈를 창립했다. 호주 퀸즐랜드 대학교에서 문화유산학 박사학위를 취득했으며, 2013년 영국의 캠브리지 스칼라스 퍼블리싱에서 출간한 아시아 태평양지역의 무형유산 보호 거버넌스를 저술했다. 그는 또한 유럽과 아시아의 여러저널 및 출판물에 기사와 논문을 기고했다. 최근에는 아시아 태평양 지역과 유럽의 다양한 문화 공동체와 축제 현장을 찾아 연구하였으며,2021년에 설립된 실크로드 리빙헤리티지 네트워크 구축을 주도하여 고대 실크로드 루트에 있는 10개국을 회원국으로 하는 국제네트워크가 2021년에 공식 출범하였다. 국제사회의 문화적 발전과 문화유산 보호 분야에서 일한 경험을 바탕으로 국내외 전문가들과 함께 컬처마스터즈 활동을 통해 문화예술인들의 활동을 지원하고 이를 통한 지구촌의 문화 교류와 도시의 문화적인 발전에 보탬이 되고자 노력하고 있다.

Designation of Arirang Masters by Culture Masters Enhances Visibility of World Intangible Cultural Heritage

During its recent International Advisory Board meeting, the designation of 7 Arirang Masters from 4 countries, including India, Kyrgyzstan, Tajikistan, and Turkey, was announced.

Culture Masters, a non-governmental cultural institute in Korea, collaborates with its International Advisory Board to operate the Arirang Master designation program since 2023. This initiative aims to raise awareness of exceptional artists in the field of intangible cultural heritage and promote the safeguarding and promotion of such heritage.

The International Advisory Board, consisting of 16 members representing 13 countries across five continents, comprises distinguished international experts, including cultural scholars, experts, and artists. (Meet the members via https://www.culturemasters.org/team).

On the basis of the relevant Program Guide adopted by the International Advisory Group (IAB), the Arirang Master Designation is aligned with the spirit of the 1980 Recommendation on the Status of Artists and the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage. It aims to revitalize and perpetuate the living heritage of Arirang, a significant aspect of creativity and representation of oral tradition. Notably, it embodies the spirit of the UNESCO Arirang Prize, which was awarded multiple times by UNESCO and the Government of the Republic of Korea in the early 2000s as part of UNESCO's program to recognize masterpieces of intangible cultural heritage.

The Arirang Master Designation Program aims to enhance the recognition of artists, nurture their creativity, preserve living heritage, and emphasize the significance of practitioners and communities. Candidates aspiring to attain the Arirang Master title are required to demonstrate exceptional skills, innovative value, creativity, and contributions to education in their respective fields.

In 2023, eight artists hailing from five countries—Vietnam, Uzbekistan, Indonesia, Kazakhstan, and Korea—were honored with the title of Arirang Masters after a thorough evaluation conducted by an international advisory group.

During the recent IAB meeting on February 27, 2024, there was a revision of the operational guidelines concerning the Arirang Master program. The members of the IAB also discussed the growing global interest in intangible heritage, acknowledging an increasing demand for the appointment of Arirang Masters in various countries.

At this meeting, seven artists from four countries—India, Kyrgyzstan, Tajikistan, and Türkiye—were designated as Arirang Masters. These artists come from diverse cultural backgrounds and have been acknowledged for their exceptional artistic skills, innovation, and educational contributions.

The newly appointed Arirang Masters are as follows:

Asel Kalkanova (Kyrgyzstan) was acknowledged for her dedicated efforts in preserving traditional Kyrgyz clothing-making methods, particularly Elechek-making, and for her significant contribution to the preservation of intangible cultural heritage through educational activities.

Namazbek Uraliev (Kyrgyzstan) is a master of the traditional instrument Komuz, acclaimed for his educational endeavors in transmitting traditional music.

Luhirakon Muminova (Tajikistan) was recognized for his contribution to Tajik traditional music, particularly in the shashmakom genre, and her commitment to education and cultural preservation.

Rahmatullo Hosimov (Tajikistan) received recognition for his remarkable achievements as a professional musician in traditional Tajik music, especially Falak.

Deniz Karalar (Türkiye) was acknowledged for his expertise in the field of KaragÖz shadow theater in Türkiye and his contributions to the preservation and educational transmission of traditional culture.

Guru Sadanam Balakrishnan (India) was honored for his lifelong dedication to Kathakali plays and his efforts in preserving and promoting traditional art forms.

Anwesa Mahanta (India) was acknowledged for her contributions to Sattriya dance, particularly for her efforts in disseminating this previously lesser-known Indian classical dance form globally.

The Arirang Master Program aims to raise awareness of intangible cultural heritage at the global level and develop into a platform for intangible cultural heritage artists worldwide. Plans are underway to pursue partnerships and sponsorships to further activiate this project, with anticipated interest and support from both public and private sectors domestically and internationally.

CEO, Culture Masters

Dr. Seong-Yong Park currently serves as the Founder and Chief Executive Officer of Culture Masters, an International Cultural Institute. Previously, he held the position of Founding Director and ADG at a Korean-based UNESCO Category 2 Centre in the culture field before establishing Culture Masters in 2023. Dr. Park earned his PhD in Heritage Studies from the University of Queensland, Brisbane, Australia and is the author of "On Intangible Heritage Safeguarding Governance: An Asia-Pacific Context," published by Cambridge Scholars Publishing in 2013. His scholarly contributions extend to various articles and manuscripts featured in prestigious journals and publications across Asia-Pacific and Europe. With a rich history spanning over three decades within the UNESCO system, initially at the Korean National Commission for UNESCO and later at UNESCO-ICHCAP, Dr. Park has consistently fulfilled diverse roles aligned with the organization's missions. Recently, Dr. Park shifted his research focus to explore cultural communities and their festive events in Europe and Central Asia. This pursuit culminated in the establishment of the Silk Roads Living Heritage Network in 2021. Drawing upon the significant outcomes of his extensive contributions to cultural development and heritage safeguarding, both domestically and internationally, Dr. Park is dedicated to elevating the status of artisans and fostering city development on a global scale through Culture Masters. He collaborates closely with colleagues and friends from both home and abroad in this endeavor.
